Serbian Casino and Card Room Gaming

The Games of Chance Board is responsible for licensing and taxing gaming operators and divides gaming types into two categories: "classic" games of chance (lottery, sports betting, bingo and fonta) and "special" games of chance (dice, cards and small balls). Private operators may be licensed to operate special games of chance only, and the Games of Chance Act sets a limit of 10 licenses to be issued to privately owned gaming facilities in Serbia. The operation of classic games of chance is reserved exclusively for the state.

The 10-license cap does not apply to venues operating special games of chance exclusively on gaming machines. For this reason, slot machine clubs are a popular form of gaming establishment. Gaming machine licenses are granted only to those companies operating more than 100 gaming machines in total.

Casinos and gaming centers are concentrated around the major city of Belgrade. Prior to the adoption of the Games of Chance Act, there were many small casinos in the city. These establishments began to be phased out after Casino Beograd opened in 2007 as a result of an agreement between the Games of Chance Board and Casinos Austria International.
